Child Safety Standards

Reporting a child safety concern
If a child is in immediate danger, contact your local police (15 in Pakistan) or the FIA Cybercrime Wing (1991) first. To report content or behaviour on Silsilay, use the in-app Report option on any message, post, poll, comment, event or family profile, or email safety@silsilay.pk. Reports involving child sexual abuse or exploitation are reviewed within 24 hours.
1. Our Commitment
Silsilay Technologies (“Silsilay,” “we,” “us”) operates a know-your-neighbour community app for families in Pakistan. Families list their children, organise events children attend, and share photos of those events, so child safety is a condition of the product existing at all.
We have zero tolerance for child sexual abuse and exploitation (CSAE) and for child sexual abuse material (CSAM). These standards describe what we prohibit, how the app is designed to prevent it, how anyone can report it, and what we do when a report reaches us. They apply to every part of Silsilay and to every account.
2. Prohibited Conduct and Content
The following are strictly forbidden and result in removal and a permanent ban:
- Child sexual abuse material (CSAM): creating, uploading, sharing, requesting, soliciting, linking to or possessing any depiction of a minor in a sexually explicit context, including drawn, computer-generated or AI-generated depictions.
- Sexualisation of minors: describing, discussing or depicting a child in a sexual manner, including comments on a child's body or on photos of children in event albums.
- Grooming: building trust with a child, or with a parent to reach a child, for the purpose of abuse — including trying to obtain a child's contact details, move contact to another platform, or arrange to meet a child without their parents.
- Sextortion: threatening to release intimate imagery of a minor, or coercing a minor to produce it.
- Solicitation: asking a minor for sexual imagery, sexual conversation or a meeting for sexual purposes.
- Trafficking and exploitation: advertising or facilitating the trafficking, sale or exploitation of a child, including forced labour and child marriage.
- Endangerment: encouraging a child towards self-harm, sexual activity, or meeting an adult in private.
- Misrepresenting age: anyone under 18 holding an account, or anyone lying about their age or family to gain access to children.
- Off-platform conduct: we act on credible reports of CSAE by a Silsilay member elsewhere when it indicates a risk to children on Silsilay.
3. How Silsilay Is Designed to Protect Children
- Children have no accounts. Accounts are for adults aged 18 and over. A child cannot sign in, message anyone or be messaged.
- Minimal information about children. A parent may list a child with a first name, birth month and year, and interests — nothing else. We do not collect children's photos, schools or gender.
- Names only for trusted families. Families outside a family's accepted connections see only how many kids it has and their age bands (for example “5–8”), never names.
- Consent before contact. Families can chat only after both have accepted a connection. There are no private one-to-one chats: every adult in both families is in the chat and can read all of it.
- Text-only chat. Chat messages carry text only. Images, video, audio and files cannot be sent in a conversation.
- Neighbourhood scope. The feed, polls, events and the families list are limited to a member's own building and community, not an open network.
- Automatic filtering. Posts, polls, events, comments and messages are checked against a list of sexual terms and slurs in English, Urdu and Roman Urdu before they are shared, and rapid posting is limited.
4. How to Report
- In the app. Press and hold a chat message, or use the ⋯ or Report option on a feed post, poll, event, event comment or family profile, and choose Child safety as the reason.
- Blocking. Every report can block the other family at the same time. Blocking is immediate: their messages, posts and comments disappear from your app, and neither side can start a conversation. Blocked accounts are managed under Profile → Settings → Blocked Accounts.
- By email. Anyone — including people who don't use Silsilay — can report to safety@silsilay.pk.
Reports are confidential: we never tell the reported person who reported them. Reporting in good faith never counts against the reporter.
5. How We Respond
- Triage. Every report goes to a moderation queue that the Silsilay team works from the app. A child safety report immediately sends an urgent notification to the team and an email to our designated child safety contact, and is reviewed within 24 hours. Other reports are reviewed within 72 hours.
- Hiding. Content reported by three different members is hidden from everyone until the team has reviewed it.
- Preservation. A copy of reported content is kept at the moment of the report, so review and any investigation remain possible even if the content is deleted.
- Action. Confirmed violations lead to removal of the content and a warning, a suspension, or a permanent ban of the account. Every action is recorded with who took it and why. Accounts involved in CSAE are banned permanently.
- Reporting to authorities. Apparent CSAM and credible threats to a child are reported to the relevant authorities — in Pakistan, the FIA Cybercrime Wing and local law enforcement; and, where applicable, the National Center for Missing & Exploited Children (NCMEC). We cooperate with lawful requests from these bodies.
- Notification. Where a child in our community is affected, we notify the child's parent, unless doing so would compromise an investigation or put the child at further risk.
6. Legal Compliance
Silsilay complies with the child safety laws that apply where it operates, including the Prevention of Electronic Crimes Act 2016 (PECA) and the Zainab Alert, Response and Recovery Act 2020 in Pakistan, and reports to authorities as those laws require. We comply with Google Play's Child Safety Standards policy and Apple's App Store guidelines on user-generated content, and keep records of reports and the action taken.
7. Designated Point of Contact
Our designated child safety contact can speak to our CSAM prevention practices and compliance, and is reachable by regulators, platforms and the public:
